The Federal Police stated in a note that using this measure in the repatriation of foreigners from Brazil is an exceptional procedure, applied only when a risk assessment indicates the need. The Ministry of Justice stated that, while passengers are on national territory, the Federal Police monitor the repatriation process to ensure there are no human rights violations.
