In , Bytown was incorporated and rechristened Ottawa after an Indian tribe, the Outaouais. Ottawa became the fastest growing metropolis in Eastern Canada. At this particular time m history, there were political quarrels between Montreal, Quebec City, Kingston and York, later re—named Toronto.
Each was trying to become the Capitol of a United Canada. By , the government was moved from Montreal and thoroughly entrenched by the year of Confederation in The first stamp issued depicting Ottawa in any way was for the sixtieth anniversary of confederation in The three cent denomination of the Confederation issue depicts a full face view of the Parliament buildings.
This is the Centre block with the Peace Tower in the centre, the Commons in the left wing and the Senate in the right wing. The one dollar denomination of the Scroll issue released on January 28,, is almost identical to the issue, in design. The main difference lies at the top of the stamp. Both stamps are known to come in imperforated pairs and imperforated horizontally and vertically. The next stamp to depict a part of Ottawa, is the ten cent Library stamp in the Arch issue.
Although the building appears to stand alone, it is actually connected to the Parliament building. This will be quite apparent in a later issue.
