I always bring the newest Franklins I can get from my bank. I had problems once with the MC'ers giving me a different rate with older series. Apparently, the older ones had been counterfeited. In Ermita, there must be a hundred moneychangers. They are mainly Muslims and are honorable. They all don't give the same rate. You can shop around. If you have 3, US or more, you may be able to bargain a better rate. I do not go to banks or hotels. I am careful not to deal with someone who is offering a rate that is too good to be true.
You are just being scammed. Many money changers at tourist destinations do not give good rates. However, the ones in AC seem to be ok. Like driving on a desert highway when you don't know when you will hit the next gas station and you always leave the last gas station with a full tank. So when I hit the road in the PI not knowing where the next money changer will be, I always make sure I have changed bucks into plenty of pesos. I do not rely on atms.
